Belleville Police Service – Incidents Include Two People Charged with Impaired Driving (Names Released)

Total calls for service – Belleville Police responded to 97 calls for service over a 24-hour period beginning at 5:00 am on May 15, 2024 to 5:00 am on May 16, 2024.

Person Charged with Impaired Driving

On the 15th of May at 6:20am, the Belleville Police Service received a call of a suspicious vehicle on Thrasher Rd. Officers attended in the area and found the vehicle parked in the middle of the road with a window down and a male sleeping inside. Following their investigation, officers formed grounds to believe that the male had been operating the vehicle and was impaired by alcohol. As a result, 30-year-old Kody Hackbarth-Bent of no fixed address was arrested and charged with impaired operation and refusing to provide a sample of breath. He was released on an Undertaking with a court date in July. Further, Hackbarth-Bent was wanted on outstanding arrest warrants from the Ottawa Police Service. As a result, Hackbarth-Bent was turned over to the Ottawa Police Service for processing on their warrants.

Person Charged with Impaired Driving

On the 15th of May at 8:06am, the Belleville Police Service received two calls from members of the public reporting a possible impaired driver on Dundas Street West. The callers reported the vehicle crossing into oncoming traffic and at various unexplained times, slamming on its brakes. The vehicle was observed pulling into a parking lot of a business where the suspected impaired driver struck a parked car numerous times before stopping. The female driver then exited her vehicle and was observed staggering into the business. Police attended and located the female driver inside her place of employment. Police conducted an investigation which resulted in the arrest of 51-year-old Rachael Spence of Bloomfield. Spence was transported to the Belleville Police Service for further investigation. At the conclusion of the investigation, Spence was charged with impaired operation and over 80. She was released on an Undertaking with a court date in June.
