Municipality of Port Hope Appoints Brian Gilmer Interim Chief Administrative Officer

On Friday, July 14, 2023, Council for the Municipality of Port Hope announced that Brian Gilmer has been appointed interim Chief Administrative Officer (CAO). Brian is currently the Municipality’s Director of Corporate Services / Clerk and will serve as CAO throughout the recruitment process to fill the permanent position.

“I am pleased that Brian has accepted the position of Interim CAO and look forward to our continued work with him in this new leadership role,” states Mayor Olena Hankivsky.

“Brian’s strong municipal experience, combined with his extensive knowledge of Port Hope will serve our community well during this transition period.”

Reporting directly to Council, the Chief Administrative Officer is the most senior member of staff for the Municipality of Port Hope and works to implement Council’s direction and all organizational and operational services for the Municipality.

After previous municipal experience working for three other municipalities throughout the province, Brian moved back to his hometown when he was hired as Deputy Clerk for the Municipality of Port Hope in August 2015, and was subsequently appointed Director, Corporate Services / Clerk in February 2016.

During his time as Director, Corporate Services / Clerk, Brian has overseen two municipal elections, established the Information Technology division and has expanded communications resources for the Municipality. Brian previously served as Director for the Municipal Emergency Control Group and represented Port Hope amongst Northumberland County CAOs throughout the years the Municipality was without an appointed CAO.

Mr. Gilmer holds a degree in Political Science and Canadian Studies from Carleton University and is a long-standing member of the Association of Municipal Managers, Clerks, Treasurers of Ontario (AMCTO).

“I feel privileged to serve as Interim CAO for Port Hope – the community where I grew up and where I am raising a family,” added Mr. Gilmer. “I look forward to continuing to advance the strategic priorities of our Council and leading our strong staff team to deliver quality services for the residents of Port Hope.”

To facilitate a smooth transition during the permanent CAO recruitment process, Mr. Gilmer will serve as interim CAO, effective July 17 and he will be formally appointed by Council through a by-law presented at the August 1 regular Council Meeting.
