Cobourg Police – Three People Charged with Trafficking

Two men and a woman have been charged with possession for the purpose of trafficking after police
conducted a traffic stop.

On October 11, 2021, at approximately 7:30 p.m., officers on patrol observed a vehicle with three occupants
driving on James Street West with no rear lights and no license plate visible.

Police conducted a traffic stop, at which time it was learned that the two passengers in the vehicle were
wanted on warrants held by other police services. The passengers were arrested on the strength of th
warrants.


During the arrest, police located a quantity of Fentanyl in the vehicle.
As a result of the police investigation, Devin Vugts 35-year-old from Cobourg, is charged with the following
offences:

Drive without proper rear light- motor vehicle contrary to section 62 (1) of the Highway Traffic Act

Drive motor vehicle, no plates contrary to section 7 (1)(b)(i) of the Highway Traffic Act

Fail to surrender Insurance card contrary to section 3(1) of the Compulsory Automobile Insurance
Act

Fail to surrender permit for motor vehicle contrary to section 7(5)(a) of the Highway Traffic Act

Possession of substance in schedule 1 for the purpose of trafficking contrary to section 5(2) of the
Controlled Drugs and Substance Act
Patrick Lalonde, a 36-year-old from Courtice and Megan Bellamy, a 34-year-old from Cobourg, are each
charged with the following offence:

Possession of substance in schedule 1 for the purpose of trafficking contrary to section 5(2) of the
Controlled Drugs and Substance Act
All three were released on appearance notices with future court dates.
