SIU Lays Charge Against London Police Officer in Relation to Death of Woman

The Director of the Special Investigations Unit (SIU), Joseph Martino, has reasonable grounds to believe that a London Police Service (LPS) officer committed a criminal offence in relation to the death of 28-year-old Amanda Bolt in November of 2019 in London. As a result, Director Martino has caused a charge to be laid against the officer.

The SIU investigation determined that on the morning of November 2, 2019, Ms. Bolt was arrested at her home by LPS officers, transported to police headquarters and then released. Later that day, Ms. Bolt was re-arrested for breaching conditions of her release, and was taken back to the police station where she was lodged in a cell. The following morning, Ms. Bolt went into medical distress. She was transported to hospital and placed on life support. On November 13, 2019, Ms. Bolt passed away in hospital.

As a result of the SIU investigation, Sergeant Kevin Lui has been charged with one count of failing to provide the necessaries of life, contrary to s. 215(2)(b) of the Criminal Code.

The officer is required to appear before the Ontario Court of Justice at 80 Dundas Street in London on March 24, 2021.

The matter is now properly before the courts. In consideration of the fair trial interests of the accused, the SIU will make no further comment pertaining to this investigation.
