Cobourg Council – Library and Town Will Negotiate an MOU

Councillor Adam Bureau’s motion for a Memorandum Of Understanding between the Town of Cobourg and the Cobourg Public Library passed at Monday’s committee-of-the-whole meeting, providing for a finished version by June 1.

The motion said that the lack of an MOU has negatively affected budget requests, deliberations and approvals, with no clear direction on roles and responsibilities.

“We went through two budget periods so far with the library, and there was a lot of questions between the library board and the Town of Cobourg, and I just didn’t feel everything was clearly defined,” Bureau said.

“It’s very important we get this hammered down so the library board can go through this budget deliberation knowing the clear roles and responsibilities of the building, the access to the building and the maintenance.”

As council Co-ordinator of Arts, Culture and Tourism, Bureau would join interim chief administrative officer Ian Davey and Municipal Clerk Brent Larmer to represent the town – working with the library’s chief adminstrative officer and board chair to hold discussions to guide the drafting of the MOU.

As budget issues are a large part of the motivation behind this motion, Deputy Mayor Suzanne Seguin said, perhaps she – as the budget chief – should also be present.

“Okay – great idea,” Bureau agreed.
