Quinte West – Project Raptor Results In Fentanyl/Cocaine Trafficking Charges

On July 11, 2019 members of the Ontario Provincial Police (OPP) – Organized Crime Enforcement Bureau – Community Street Crime Unit (CSCU), the Belleville Police Service and the OPP Emergency Response Team conducted three Controlled Drugs and Substances Act Search Warrants in the Quinte area, targeting the sale and distribution of illicit fentanyl and cocaine.

Investigators seized a quantity of suspected fentanyl, cocaine, prescription opioids and Canadian currency.

David FORD, age 30, Robert ROWE, age 57 and David DAGLEY age 57, all of Belleville, Ontario were arrested and jointly charged with:
•Possession of a substance in Schedule 1 (cocaine) for the purpose of trafficking- C.D.S.A. Section 5(2)
•Possession of a substance in Schedule 1 (Fentanyl) for the purpose of trafficking- C.D.S.A. Section 5(2)
•Possession of property obtained by crime in Canada under 5000$ – CC Section 354(1)(A)

Nick O’DOHERTY age 40 and Amanda SWOFFER, age 40, both from Stirling, Ontario are charged with:
•Possession of a substance in Schedule 1 (Cocaine) for the purpose of trafficking- C.D.S.A. Section 5(2)
•Possession of a substance in Schedule 1 (Oxycodone) for the purpose of trafficking- C.D.S.A. Section 5(2)
• Possession of a firearm knowing the serial number has been tampered with CC 108(1)(b)

Steve ADAMS, age 54 from Stirling, Ontario is charged with:
•Possession of a substance in Schedule 1 (Cocaine) for the purpose of trafficking- C.D.S.A. Section 5(2)
•Alter the physical properties of cannabis by the use of an organic solvent CA 12(1)(b)

The accused persons have been held for a bail hearing and are scheduled to attend the Ontario Court of Justice in Belleville on July 11, 2019 with the exception of DAGLEY and SWOFFER, who have been released and are scheduled to attend the Ontario Court of Justice on August 19, 2019 in Belleville.
