From May 20, 2019 to May 26, 2019 the Cobourg Police Service responded to 233 occurrences including; 30 community service calls, 13 police assistance calls, 5 traffic complaints, 1 fraud call, 18 suspicious person calls, 6 police information calls, 15 property related calls, 10 assault calls, 1 break and enter Call, 6 – 911 calls, 3 liquor license act calls, 8 theft calls, 11 motor vehicle collisions, 12 alarm calls, 6 harassment calls, 10 disturb the peace calls, 1 threats call, 1 noise complaint, 4 domestic dispute calls, 5 family disputes, 2 attempt or threat of suicide calls. May 20, 2019
Police responded to a west end neighborhood after receiving a report of a suspicious vehicle in the area. The vehicle occupants had reportedly been observed exiting the vehicle, and appeared to attempt to pull a fourth occupant out of the vehicle. Officers attended and conducted an extensive search the area but were unable to locate any vehicle matching the description provided, or any person in need of police assistance.
Police investigated a report of an intrusion alarm at a local business located in the downtown core at approximately 9:00 am. Police determined the front door of the business had accidently been left unlocked overnight. No reported theft or entry into the premise overnight.
At approximately 3:30 pm officers conducted a foot patrol in the downtown core. Everything appeared to be in order. No violations observed.
May 21, 2019
On Tuesday May 21, 2019, at approximately 3:00 pm, officers of the Belleville Police Service located a man sought by the Cobourg Police Service on the strength of an outstanding arrest warrant. As a result of a subsequent investigation, 34 year old Richard Johnston of Belleville was arrested and charged with failing to comply with Appearance Notice, theft under $5000 and Possession of Property Obtained by Crime under $5000 under the criminal code. Johnston was later released from police custody scheduled to appear before the Ontario Court of Justice in June of 2019.
At approximately 5:00 pm on Tuesday May 21, 2019, officers of the Cobourg Police Service responded to a local business in the west end of Cobourg regarding a woman who was currently in the custody of loss prevention officers for the offence of shoplifting. As a result of a subsequent police investigation 32 year old Ashley White of Cobourg was arrested and charged with Theft under $5000, and Possession of and Property obtained by Crime under $5000 under the Criminal Code. White was later released from police custody scheduled to appear in the Ontario Court of Justice in July 2019.
At approximately 12 noon on Tuesday May 21, 2019, officers on general patrol in the downtown core observed a man who was currently sought by the Cobourg Police Service on the strength of an outstanding warrant. As a result of a police investigation, 46 year old Robert Dunford of Cobourg was arrested and charged with Theft Under $5000 contrary to section 334(b) of the Criminal Code and Possession of Stolen Property Under $5000 contrary to section 355(b) of the Criminal Code. Dunford was released from the custody of the Cobourg Police Service and is scheduled to appear before the Ontario Court of Justice in July of 2019.

Officers on patrol in the downtown core conducted a traffic stop on a vehicle for suspected Highway Traffic Act offences. As a result of the traffic stop and subsequent police investigation 28 year old Malcolm Stephenson of Tyrone was charged with Possession of a Schedule I substance for the purpose of Trafficking- Methamphetamine contrary to section 5(2) of the Controlled Drugs and Substances Act, Possession of a Schedule I substance for the purpose of Trafficking – Fentanyl contrary to section 5(2) of the Controlled Drugs and Substances Act Drive Motor Vehicle, no currently validated permit, contrary to sec 791)(a) of the Highway Traffic Act, Use validation not furnished for Motor Vehicle, contrary to section 12(1)(e) of the Highway Traffic Act and Operation while Prohibited, contrary to sec 320.18 of the Criminal Code. Vehicle Passenger 28 year old Lance McArthur of Ajax was also charged with Possession of a Schedule I substance for the purpose of Trafficking- Methamphetamine contrary to section 5(2) of the Controlled Drugs and Substances Act. Both parties were held in the Custody of the Cobourg Police Service scheduled to appear before the Ontario Court of Justice for a bail hearing on May 23, 2019.
Officers of the Cobourg Police Service executed a search warrant under the Controlled Drugs and Substance Act at a residence located in the downtown core, as a result 41 year old Jeffery O’Neil of Cobourg, was arrested and charged with Possession of a Schedule I substance for the purpose of Trafficking, contrary to section 5(2) of the Controlled Drugs and Substances Act, Possession of a Schedule I Substance – Methamphetamine, contrary to sec 4(1) of the Controlled Drugs and Substances Act, Possession of proceeds of property obtained by crime under $5000, contrary to sec 354(1)(a) of the Criminal Code and failure to Comply with Probation Order, contrary to section 733.1(1) of the Criminal Code. O’Neil was held in the Custody of the Cobourg Police Service scheduled to appear before the Ontario court of Justice for bail hearing on May 23, 2019

At approximately 9:00 am officers responded to a business located just north of the downtown core, regarding an overnight break and enter into the building. Investigation revealed that sometime overnight unknown person(s) enter the business and removed an undermined quantity of copper wire. No suspects at this time. Investigation continues.
Police responded to a business located in the west end after receiving a report of an after the fact theft of merchandise. Police investigation determined the suspect man had concealed items on his person and exited the business, making no attempt to pay for the merchandise in his possession. Investigation continues.
Police responded to a report of a two vehicle collision in the area of Elgin Street West at approximately 4:30pm. No reported injuries. As a result of subsequent police investigation one driver was charged under the Highway Traffic Act for failing to yield from private driveway.
May 24, 2019
On Friday, May 24, 2019, at approximately 3:00 pm, officers of the Belleville Police Service located a woman sought by the Cobourg Police Service on the strength of an outstanding arrest warrant. As a result of a subsequent investigation, 31 year old Ruby-Ann Pringle of Belleville was arrested and charged with failing to attend identification of Criminal Act contrary to section 145(5)(a) of the Criminal Code. Pringle was later released from police custody scheduled to appear before the Ontario Court of Justice in June of 2019.
At approximately 9:00 pm officers responded to a private residence located in a west end neighborhood after receiving a report that a man had reportedly been bitten by a dog. Police investigation determined the man had been bitten by his own dog. The male was subsequently transported to Northumberland Hills Hospital by paramedics for further medical treatment.
At 9:30 pm officers responded to a commercial business in the downtown core, after receiving a report of a woman sleeping in the front lobby of the business. Responding officers located the woman, who left the area when directed without incident.
May 25, 2019
Police responded to east end neighborhood after receiving a report of two parties dressed in black clothing, suspected to be entering unlocked vehicles in the area. Police conducted an extensive search of the neighborhood but were unable to locate any person(s) in the area.
At approximately 4:30 am officers on general patrol in the area of Division Street, observed a television attached to a golf cart abandoned in the roadway. No person(s) were located in the vicinity. The property was subsequently seized and taken to the Cobourg Police Station to be held for safe keeping.
Police responded to a local business at approximately 9:00 pm regarding a report of two people in the custody of loss prevention officers. As a result of a police investigation, it was determined the involved parties had each concealed a chocolate bar on their person and exited the premise making no attempt to pay. Involved parties were subsequently removed from the property and issued a Provincial Offences Notice under the Trespass to Property Act.

At approximately 3:30 am officers responded to a residential neighbourhood in the downtown core, regarding an unknown man who was reportedly attempting to gain entry into a private residence. A police investigation determined the intoxicated man had attempted to enter the home in error, mistaking the residence as his own. The male was subsequently escorted by officers to the proper residence without further incident.
Police investigated a report of an intrusion alarm at a local business located in the downtown core at approximately 4:00 am. Police conducted a search of the premise but all was in order.
Police responded to a report of a motor vehicle roll over in the downtown core at approximately 1:30 pm. One involved party had to be extracted from their motor vehicle with the assistance of the Cobourg Fire Department. Two involved parties were transported to Northumberland Hills Hospital by paramedics for reported minor injury. As a result of a police investigation, one driver was charged red light fail to stop under the Highway Traffic Act.
