Northumberland County and Municipality of Brighton announce start of County Road 64 Reconstruction Project

Northumberland County, in collaboration with the Municipality of Brighton, is announcing the commencement of the three-year road reconstruction project along County Road 64 (CR 64), in Brighton, starting July 22. This significant infrastructure project, funded by the County and the Municipality, will renew approximately 6.9 kilometres of the road, stretching from Elizabeth Street to Stoney Point Road, encompassing both urban and rural sections.

The project will be executed in two phases over three years. The first phase, set to begin July 22, for approximately eight weeks, is focused on the rural section from Harbour Street (south of Brighton) to Stoney Point Road at the edge of the Northumberland County boarder.

“The multi-year reconstruction of Prince Edward Street and County Road 64 is a significant investment in our infrastructure that will help support continued economic growth in Northumberland County,” states Northumberland County Warden and Municipality of Brighton Mayor Brian Ostrander. “This vital artery not only connects the residents of Brighton to the downtown but also allows the flow of visitors and commerce through our region, linking us to Prince Edward County. The improvements to County Road 64 will support local businesses, enhance travel safety, and improve accessibility for residents and visitors alike.”

Improvements to the 4.9-kilometre rural section of County Road 64 in 2024, will include important enhancements such as road resurfacing, culvert replacements, the addition of paved shoulders to allow for cycle paths, and the installation of an artificial turtle nesting site. These upgrades are designed to improve safety for all road users and extend the lifespan of this important infrastructure, while protecting sensitive ecosystems.

The project cost will be shared between Northumberland County and the Municipality of Brighton, with the County covering the full cost of the Environmental Assessment and both parties equally sharing the design portion costs. Construction costs will be portioned between the County and the Municipality once all tenders for construction have been awarded.

Director of Public Works Denise Marshall. “Our extensive engagement with residents in 2022 and 2023 generated a lot of important feedback that has helped shaped the design and planning of the project to best meet the community’s needs. We are thankful to everyone who participated in these sessions providing thoughtful and important contributions.”

Project Scope and Phases
County Road 64, also known as Prince Edward Street for the urban section, is vital for motorists, pedestrians, and cyclists, acting as the main north-south route through the area.

2024: Rural Section
County Road 64 between Harbour Street and Stoney Point Road will undergo road resurfacing, culvert replacement, the addition of paved shoulders and the installation of an artificial turtle nesting site. The road will remain open during construction, however there will be times when CR 64 will be reduced to one lane, causing potential traffic delays.

2025/2026: Urban Section
Work on Prince Edward Street, between Elizabeth Street and Harbour Street, will involve extensive underground infrastructure replacement by the Municipality of Brighton for the rehabilitation or replacement of sewers and watermains and utility relocates. During construction, there will be times when small sections of Prince Edward Street will be closed with detour routes in effect. Advance notice will be shared through the municipal and County websites and social media, mobile signs along this stretch of road, and hand-dropped notices to homes and businesses in the immediate vicinity.

The County’s above-road work will include:

· Replacement or addition of storm sewers

· Paved cycling lane

· Traffic calming features

· Intersection upgrades

· Grading improvements that may impact properties outside of the road right-of way

Brighton’s infrastructure and road work will include:

· Upgraded sidewalks and new pedestrian crossings

· Replacement of sanitary sewer

· Replacement of watermain

Important Information for Motorists and Cyclists
· Motorists and cyclists can expect delays and should plan ahead.

· Always follow signs and signals and adhere to instructions from construction workers.

· Reduce your speed when approaching and traveling through the construction zone.

· Motorists should share the road with cyclists and cyclists should ensure they are visible to motorists at all times.
