Northumberland County Announces Bill Detlor as Incoming Golden Plough Lodge Administrator

Northumberland County is pleased to announce Bill Detlor as the successful candidate in the recruitment process to fill the role of Administrator of the Golden Plough Lodge (GPL) upon Clare Dawson’s retirement October 16th.

Mr. Detlor currently serves as Chief of Northumberland Paramedics. In this role, Mr. Detlor leads and mentors a specialized workforce of over 120 staff operating across six locations. In serving our community of over 85,000 residents, Mr. Detlor and his team oversee more than 25,000 calls a year for emergency medical response, striving to deliver industry-leading pre-hospital health care to residents and visitors.

It has been an honour and a privilege to work with the outstanding members of the Northumberland Paramedics team, and I am eager to leverage the strategies and lessons learned through this experience and my broader health care background in transitioning to the long-term care environment. I look forward to advancing the important work lead by Clare and team to ensure we are supporting residents to live lives of purpose, choice, dignity and respect.”

With a background in quality improvement and professional standards, Mr. Detlor has been a natural fit as part of the team representing Northumberland County as a founding member of the Ontario Health Team of Northumberland (OHT-N), a collaboration of patients, caregivers, and health and social care providers working together to improve service delivery, value to the community and health outcomes. In early 2020, Mr. Detlor spearheaded the launch of Northumberland’s first Community Paramedicine program – an OHT-N year one priority – overseeing this implementation as a vital component of the local health system response to COVID-19.

Throughout his career, Mr. Detlor has expanded his professional scope to many facets of health care including pre-hospital roles with several paramedic services, base hospital program experience, and as a faculty member at Queen’s University School of Medicine. Embracing professional development, Mr. Detlor holds a Masters Certificate in Public Management From York University and an Executive Diploma in Municipal Management from the Association of Municipal Clerks & Treasurers of Ontario.

Jennifer Moore goes on to state “We are immensely grateful to Clare for her 19 years of service with Northumberland County. Since taking on the Administrator role in 2009, Clare has had a pivotal influence on evolving the resident-centric model of care that forms the foundation of GPL operations. Her commitment to staff engagement and her evident passion for building a caring community and home has led the team to achievements including two consecutive three-year accreditations, the development of the home’s first-ever strategic plan, and significant progress on the Golden Plough Lodge & Northumberland County Archives project. Clare has certainly left her mark on the County and influenced the lives of many families and residents, and we wish her all the very best in retirement.”

Recruitment for the role of Northumberland Paramedics Chief will be underway over the next few weeks. During this transition, Mr. Detlor will continue to oversee operation of the paramedic department while he assumes his responsibilities at the Golden Plough Lodge.
