Notice of Zoning By-law Amendment and Public Meeting Comprehensive Zoning By-law Administrative Changes

The Corporation of the Town of Cobourg would like to inform residents that the Town of Cobourg is proposing administrative changes to Comprehensive Zoning By-Law 066-2025 under Sections 34 of the Planning Act, R.S.O. 1990 c.P. 13, as amended.
The Municipal Council of the Town of Cobourg will hold a Public Meeting regarding the aforementioned on Wednesday, May 20, 2026, at 5:00 p.m. in the Council Chambers, 3rd Floor East Wing, Victoria Hall, 55 King Street West, Cobourg in accordance with the provisions of the Planning Act, R.S.O. 1990 c.P. 13, as amended.
The Zoning By-law Amendment proposed several small administrative updates to the Comprehensive Zoning By-law to address items including mapping errors, missing definitions, duplicative regulations, and issues of conformity with the Town Official Plan.
A summary of the proposed revisions includes the following in order of section in CZBL 066-2025:

a. Part 3.0 – Add definition for “Convenience Commercial”

b. Table 4.7 – Remove redundant details for Encroachments into Required Yards

c. Table 5.1.1 – revise Parking Requirements to address other proposed changes

d. Table 7.1 – Add “Convenience Commercial” as permitted use in Neighbourhood Mixed Use (NMU) Zone

e. Table 8.1 – Add Short Term Rental Accommodation as permitted use in Cobourg East Mixed Use (CEMU) Zone

f. Table 8.1 – Add “Convenience Commercial” as permitted use in Cobourg East Mixed Use (CEMU) Zone

g. Table 9.1 – Add Short Term Rental Accommodation as permitted use in Mixed Commercial (MC) Zone.

h. Table 9.1 – Add “Convenience Commercial” as permitted use in Neighbourhood Commercial (NC), Shopping Centre Commercial (SC), Corridor Commercial (CC), and Main Central Commercial (MC) Zones.

i. Table 10.1 – Add Short Term Rental Accommodation as permitted use in Mixed Use Corridor (MUC) Zone.

j. Table 10.1 – Add “Convenience Commercial” as permitted use in Mixed Use Corridor (MUC) Zone.

k. Table 10.2 – Add “Minimum Floor Space Index” regulation of 0.3 to be consistent with the Official Plan.

l. Table 11.1 – Add “Recreation Facility and Community Center” to Section 11.

m. Table 11.1 – Remove duplications from Elementary School, Post-secondary School, and Secondary School for consistency.

n. Table 13.1 – Add R4-35 exception zone for 430-438 Orchard Avenue.

o. Map 5 – Rezone 168 Hibernia Street from MC-4(H3) to MC-3 due to mapping error

p. Map 5 – Rezone 430-438 Orchard Avenue from MUC to R4-35 due to mapping error

Public Meeting Details This Public Meeting will begin at 5:00 p.m. and is being held using a hybrid meeting model. The public may view the Council meeting in person or online via the Town of Cobourg live stream at https://calendar.cobourg.ca/council.
