Quinte West OPP – Four People Charged Following Drug Investigation

The Quinte West Detachment of the Ontario Provincial Police (OPP) has charged four people following a drug investigation.


On April 15, 2021 at approximately 6:00 a.m., the Quinte West OPP Community Street Crime Unit (CSCU) assisted by the OPP Tactics and Rescue Unit (TRU), OPP Emergency Response Team (ERT) and OPP Canine Unit executed a search warrant at a residence on Nichols Road in Quinte West.

A quantity of suspected cocaine, crystal methamphetamine, fentanyl, drug paraphernalia, a loaded handgun and cash were seized. Four people were arrested.


Debra SMID, 44 years old from Quinte West, along with Cassandra PHILLIPS, 32 years old of Belleville have been charged with the following offences:
Possession of a schedule I substance for the purpose of trafficking – cocaine
Possession of a schedule I substance for the purpose of trafficking – methamphetamine
Possession of a schedule I substance for the purpose of trafficking – fentanyl
Possession of property obtained by crime under $5000
Careless storage of a firearm, weapon, prohibited device or ammunition
Possession of a loaded prohibited or restricted firearm; and
Unauthorized possession of a weapon

Both accused were released from custody on an Undertaking and are scheduled to appear at the Ontario Court of Justice in Belleville on May 17, 2021.

Curtis MANSFIELD-PEDERS ON, 30 years old along with Clifford JOHNSTON, 29 years old, both of Quinte West have been charged with the following:
Possession of a schedule I substance for the purpose of trafficking – cocaine
Possession of a schedule I substance for the purpose of trafficking – methamphetamine
Possession of a schedule I substance for the purpose of trafficking – fentanyl
Possession of property obtained by crime under $5000
Careless storage of a firearm, weapon, prohibited device or ammunition
Possession of a loaded prohibited or restricted firearm; and
Unauthorized possession of a weapon

Additionally, MANSFIELD-PEDERSON has been charged with two counts of operating a motor vehicle while prohibited, and JOHNSTON has been charged with two counts of possession of firearm or ammunition contrary to prohibition order. Both accused were held for bail and are scheduled to appear at the Ontario Court of Justice in Belleville on April 16, 2021.
