Port Hope – Special Council Meeting Public Feedback on CRB Report

Residents are advised that the final report from the Conservation Review Board (CRB) with respect to the intended designation of 65 Ward Street was received by the Municipality on Wednesday, March 13, 2019, and was posted immediately upon receipt on the Municipal website for public review under the media releases tab.

In the report, the CRB recommends that the Municipality proceed with designating 65 Ward Street under s. 29 of the Ontario Heritage Act. As such, Council has two options to consider:

To designate 65 Ward Street under Part IV of the Ontario Heritage Act; orTo withdraw the Notice of intention to designate.
In accordance with the Procedural By-law, a Special Council meeting has been called for Tuesday, March 26, 2019 at 6:30 p.m., for Council to gather additional public input/feedback with respect to the most recent report from the Conservation Review Board.

The Mayor has directed Staff to adjust the agenda for the meeting, to allow for delegations and also include a question period. However, delegations will be limited to presentation of new information only and Staff requires that the materials address the recently received CRB Report specifically.

Question period will be available for residents to seek clarification and not to present information or make comments without a corresponding question, as opportunities to provide additional information has been given through the delegations portion of the meeting, as well as at numerous other Council meetings throughout this process.

The Special Council meeting on Tuesday, March 26 is strictly to gather additional information related to the CRB Report to assist Council in making a decision. A decision on whether to designate is not expected to be made on March 26. The decision on the designation is anticipated to be made at the following Council meeting, on April 2, 2019. No delegations related to the matter will be accepted on April 2, as the opportunity to address Council will have already been provided at the Special Council meeting.

Anyone who wishes to be a delegation at the Special Council meeting must submit their request and all materials by Thursday, March 21, 2019, at 4:30 p.m., so that they can be added to the agenda. Late submissions or alterations will not be accepted.

Background:
At a Special Council meeting held on April 11, 2018, Council passed a motion directing the Municipal Clerk to publish a Notice of Intention to Designate the property municipally addressed as 65 Ward Street, as being of cultural heritage value or interest. During the 30-day notice period that followed, objections to the Notice were filed with the Clerk and in accordance with the Ontario Heritage Act the matter referred to the Conservation Review Board (CRB) to commence a formal hearing process. The hearing process is now complete, and in accordance with the Ontario Heritage Act the CRB has submitted its final report and recommendation to Council for their consideration.
