Town of Cobourg Welcomes New Chief Administrative Officer

The Town of Cobourg is pleased to announce Tracey Vaughan as the new Chief Administrative Officer (CAO), effective Monday, October 5, 2020.

“On behalf of Council, Town staff and the citizens of Cobourg, I would like to welcome Ms. Vaughan to our community and into her new role as Chief Administrative Officer of our municipality,” said Mayor John Henderson. “Ms. Vaughan brings with her a transformational leadership style, combined with nearly two decades of senior management experience within the municipal and public sectors that we look forward to benefiting from. I am confident Ms. Vaughan’s extensive leadership experience will provide steady direction for staff and a wealth of advice and knowledge as Council’s primary advisor.”

In her current role as the Director of Recreation, Culture and Community Development with the Town of Ajax she designed and implemented several key strategic plans including the Diversity and Community Engagement Plan, Age Friendly Community Plan and Community Safety Strategy, managed a budget of over $20M and a departmental staff of over 500 employees. Ms. Vaughan also has extensive experience in the areas of economic development, community development and relationship building within a two-tier governance system.

“Each and every time I’ve visited Cobourg I have been impressed with not only your incredible waterfront but also with the Town’s thoughtful blend of history, amenities and culture,” states Ms. Vaughan. “I am passionate about building community and fostering an innovative work culture committed to a positive and productive environment for staff and Council. It is a true delight to be a part of the team and I look forward to working alongside Council, Town staff and with the entire community as we continue to move the municipality forward.”

A CAO Hiring Committee comprised of Mayor Henderson, Deputy Mayor Suzanne Séguin and Councillor Emily Chorley was struck in January 2020 and worked with Legacy Executive Search to lead the recruitment and selection process for the position, who short listed candidates for interviewing by all members of Council. Municipal Council unanimously confirmed the candidate selection. Funds for the recruitment of the CAO position were included in the 2020 Municipal Budget with an estimated allocation of $25,000 – $30,000 plus additional costs under General Government CAO Recruitment.

Town Council welcomes Ms. Vaughan to this new position and looks forward to working collaboratively together to fullfil responsibilities of guiding the municipality in the years ahead. Ms. Vaughan will be appointed Chief Administrative Officer at the September 21, 2020 Regular Meeting of Council.
